The Education Ministry released AISHE reports for 2022-23 and 2023-24 on July 8. It reported 4.50 crore higher-education enrolments in 2023-24 and a gross enrolment ratio of 30.
The year distinction is essential: publication in 2026 does not turn those figures into a current-year headcount. The ministry defines the ratio using enrolment and the projected population aged 18-23; it is not the proportion of all Indians enrolled.
A separate measure concerns survey participation. The ministry reported returns from 59,533 of 64,756 registered institutions for 2023-24. That says how many institutions responded, not what share of students completed a course.
Participation is voluntary and institutions self-report, with validation and scrutiny by the ministry. The response count and collection method are important limits when comparing enrolment across years.
