Prime Minister Narendra Modi set out BRICS initiatives on disease surveillance, disaster preparedness and supply chains in his September 13, 2026 summit address in New Delhi. He said members had agreed on an integrated infectious-disease warning system, prepared guidelines for sharing disaster-warning data and developed a logistics cooperation framework as part of India's resilience agenda.
The leaders' declaration specified the health initiative's institutional step: establishment of a dedicated sub-working group and its terms of reference to advance the BRICS Integrated Early Warning System. That decision provides a more precise description than treating the announcement as proof of a fully operating cross-border alert service. The declaration also welcomed the disaster-management data guidelines.
Modi's address listed additional programmes outside emergency preparedness. He described the BRICS Incubator Network, a proposed Startup Innovation Fund and a Network on Digital Agriculture using technologies including artificial intelligence and geospatial tools. He also named the MSME Cooperation Portal, Urban Mobility Hub and Digital Centre of Excellence for Smart Grids and Energy Storage among the chairship's initiatives.
The government's account of ministerial outcomes described the logistics framework as voluntary and consensus-based. Its listed activities include technical exchanges, sharing knowledge on cargo and shipping services, capacity building and work on local assembly and manufacturing ecosystems. The framework was presented as cooperation on transport resilience and sustainability, rather than a new common transport authority or a binding freight arrangement.
In a later assessment published on September 21, WHO welcomed the summit's health commitments. The organisation highlighted stronger primary care, sustainable health financing, surveillance and preparedness, equitable access to essential medical products and cooperation between public-health institutions. It also welcomed attention to local and regional production of health products. Those health priorities complement the specific surveillance step recorded in the declaration, while Modi's speech placed them within a wider package spanning disaster information, enterprise support, agricultural technology and energy systems.
