Union minister Jitendra Singh invoked Parliament's 1994 resolution on Jammu and Kashmir during a Kargil Vijay Diwas gathering in New Delhi on July 26, 2026. He argued that recovering Pakistan-administered territory, which India calls Pakistan-occupied Jammu and Kashmir, was the remaining bilateral issue.

The event was organised by the Jammu Kashmir Peoples' Forum with the POJK Youth Forum at the Kashmiri Cultural Centre. Singh's remarks combined remembrance of the 1999 conflict with an argument about India's territorial claim.

A parliamentary External Affairs Committee report records the February 22, 1994 resolution as the expression of India's position that Jammu and Kashmir is an integral part of India. Singh's reference places his remarks within that longstanding parliamentary position.

The UN's account describes a contested region claimed by both India and Pakistan, with separately administered areas divided by the Line of Control. It also recalls the Simla Agreement's commitment to peaceful settlement.

The distinction between a territorial claim and administrative control explains the different language used by India and the UN. Singh presented India's political position at a commemoration of the Kargil conflict; the Line of Control remains central to the diplomatic context.
