Officials at the Indian Cost Accounts Service foundation-day event on August 9 emphasised cost analysis in defence manufacturing and public-private projects. The Delhi programme also included a session on AI in public financial management.
The discussion went beyond reducing an immediate bill. The expenditure secretary's message identified risk allocation and project structuring as part of the service's role, while the service leadership called for stronger financial-modelling skills.
These are related but separate questions. A quoted price describes an expense; a project structure determines which party takes particular responsibilities and risks. Comparing prices without considering those responsibilities can miss what the public authority is actually buying.
The speakers advocated using cost advice during investment design, when responsibilities and risks are being allocated, rather than only when the final price is assessed.
