Health Minister J P Nadda called for advances in life sciences to translate into better access and health outcomes while addressing the Bharat Life Sciences Award 2026 virtually on October 1. Akashvani reported that he cited PM-JAY and its extension to senior citizens as part of that ambition.

The senior-citizen expansion was not a new entitlement announced at the awards ceremony. The Cabinet approved it in September 2024, and the Ayushman Vay Vandana card was launched on October 29 that year. Its central eligibility change was to include people aged 70 and above irrespective of income.

The official policy explanation sets annual cover at up to Rs 5 lakh on a family basis for eligible seniors outside the earlier scheme. Seniors in families already covered by PM-JAY receive an additional cover of up to Rs 5 lakh reserved for their age group, separate from younger family members.

This distinction affects how the headline amount should be understood. The benefit is a ceiling for covered treatment, not Rs 5 lakh deposited with every senior and not automatically a separate unlimited entitlement for each person in a household.

The Health Ministry also distinguishes existing insurance arrangements. Beneficiaries of CGHS, ECHS or Ayushman CAPF must choose between that scheme and PM-JAY; having private insurance or Employees' State Insurance does not by itself exclude a senior from the expansion.

For seniors, the relevant questions are therefore age, existing scheme membership and whether the family already has PM-JAY cover. The expansion removes income as an eligibility test for the covered age group, while retaining defined family-level treatment limits.
