Haryana's State Vigilance and Anti-Corruption Bureau arrested Mohali resident Samar Mohan Ranga in the Panchkula Municipal Corporation funds case, Akashvani reported in September 2026. He was produced before a court and remanded to two days in police custody. The bureau alleged that about Rs 5.19 crore had reached a joint account held by Ranga and his wife, following diversion of municipal funds.
The arrest report said nine other accused had previously been arrested and a charge-sheet filed against them. It also described discrepancies between municipal records and bank statements, including accounts absent from the corporation's records. These were the bureau's allegations; the report did not announce a conviction or a final determination of Ranga's role.
Earlier proceedings identify the case as FIR 05 of March 24, 2026, at the bureau's Panchkula police station. In its July 17 order, the Punjab and Haryana High Court recorded the prosecution's account of irregularities involving fixed deposits and municipal accounts at Kotak Mahindra Bank's Sector 11 branch. A police affidavit alleged transfers through intermediary accounts before money reached the joint account between March 2021 and December 2023.
Ranga's lawyer disputed criminal involvement, describing him as a property dealer or commission agent who arranged transactions for a co-accused. The defence said he was neither a bank employee nor a municipal official and had received only legitimate commission. Justice Sumeet Goel refused anticipatory bail, citing the investigation and need for custodial questioning, while expressly reserving the merits of the case.
On September 3, the Supreme Court permitted Ranga's counsel to withdraw his special leave petition challenging that High Court order and dismissed it as withdrawn. That procedural outcome preceded the reported arrest. It was not a Supreme Court judgment establishing guilt, and the criminal allegations remain distinct from the decisions on pre-arrest protection.
