A committee report on datasets for State Finance Commissions was released on June 8, 2026, following the Panchayati Raj Ministry's June 6 notice. The full report identifies fragmented local financial records as an obstacle to deciding how resources should be shared.

State-level totals can conceal differences between gram panchayats. A commission needs to see local revenues, transfers, expenditure and assets together to understand whether a service gap reflects limited resources or how those resources are used.

The committee recommends panchayat-level fiscal time series, common accounting heads for transfers and permanent SFC cells to maintain information between commission exercises. It also proposes a supplementary state-budget document showing transfers to local bodies.

These measures address different weaknesses: common headings make accounts comparable, repeated observations reveal trends, and permanent staff help keep records current rather than reconstructing them for each commission.

The report also separates indicators of need, performance and disadvantage. A locality requiring more support and one recording better results present different fiscal questions; keeping the indicators distinct helps commissions compare them.
