The Election Commission launched Electoral Literacy Clubs 2.0 in Patna on August 17, 2026, setting out year-round activities across educational institutions and a dedicated link through ECINet.
The stated subjects include registration, polling, counting and the commission's role. These are different parts of an election: learning how a name enters the electoral roll is not the same lesson as understanding what happens at a polling station.
An earlier ECI Class XI resource guide, hosted by Manipur's chief electoral officer, shows the programme's hands-on approach. It includes election simulations, ballot-building activities and debates, and describes the clubs as politically neutral and non-partisan.
Simulation can make procedural roles visible by letting students distinguish a voter, a polling official and the records used in an election. That is a concrete educational purpose, separate from persuading students to support any party.
Year-round activities create space to revisit different electoral stages over time. The ECINet connection is intended to organise the institutional network, while simulations and discussion give classroom participation its practical content.
