The Defence Ministry announced General Dhiraj Seth's September 16-18 Russia visit, identifying him as Chief of the Army Staff in its dated release.
Planned Moscow meetings included Russian Land Forces commander Andrei Mordvichev and officials at the National Defence Control Centre. Professional military cooperation and training were among the stated subjects.
The itinerary also included Deputy Defence Minister Vasily Osmakov, responsible for industry and procurement. That brought a different institutional perspective from discussions with operational commanders: equipment provision and force employment concern connected but distinct responsibilities.
A Saint Petersburg visit to the Mikhailovskaya Military Artillery Academy added military education to the programme. The itinerary thus spanned command, industrial support and professional learning, rather than announcing a single weapons contract.
