The Cabinet Committee on Economic Affairs approved four-laning of the Muzaffarpur-Sitamarhi-Sonbarsa stretch of NH-22 on August 19, 2026. The announced project covers 82.578 kilometres at a capital cost of Rs 3,590.73 crore.
The route connects the Nepal-border area at Sonbarsa with Muzaffarpur and NH-27. The design includes seven major bridges, three railway overbridges and two flyovers. These structures are part of the proposed works, not evidence that the route is open.
The project is to use the hybrid annuity model. The Road Transport Ministry's explanation of that model describes public construction support for 40 per cent of project cost and repayment of the remaining 60 per cent through annuities during operations, with interest. Toll collection remains the authority's responsibility.
That means the capital figure and the financing arrangement answer different questions. The former describes the approved investment; the latter spreads payments and responsibilities across construction and operation. It would be misleading to interpret approval as the entire sum having already been spent.
The expected improvement in border and regional connectivity therefore depends on delivery of the specified road and structures. The approval report does not establish present journey-time savings, and none are claimed here.
