The Cabinet approved the Mobile Phone Manufacturing Scheme on July 15 with a stated Rs 62,500 crore outlay for 2026-27 to 2030-31.
The announcement describes incentives linked to eligible sales, with additional elements concerning domestic components and design or research for Indian brands. These are separate objectives: assembling more phones does not automatically establish where their components were made or who owns the product design.
That distinction explains the scheme's structure. Production measures the scale of manufacturing activity; domestic sourcing concerns its supplier base; design work concerns a different part of the product's value. The announcement seeks to address all three rather than treating unit output alone as self-reliance.
The government's production and employment projections cover the scheme period through 2030-31; they are targets associated with the approval.
