Seventeen lateral-entry officers attended the Indian Institute of Public Administration's refresher course from August 17 to 31, 2026, the institute reported in its August newsletter. That completed-course account gives a defined cohort and timetable to the training programme addressed by Union minister Jitendra Singh on August 18.

IIPA's programme listing described the course as refresher training and experience sharing for officers who joined the Government of India in 2024. It ran under Department of Personnel and Training sponsorship and covered joint secretaries, directors and deputy secretaries. The New Delhi programme was therefore directed at serving lateral entrants rather than applicants seeking recruitment.

The newsletter names Professor V. N. Alok and Dr Pawan Kumar Taneja as coordinators. It records a curriculum spanning contemporary public-policy challenges, digital governance, public finance, sectoral reforms and flagship national programmes. These were the institute's stated areas of study for the group, connecting administrative technology with financial and policy responsibilities.

In his address, Singh proposed that government communication training should include public communication. He identified four audiences: colleagues and other government functionaries, political functionaries, the media and citizens. His concern extended to social media, which he said had widened officers' communication responsibilities.

He also asked participants to help shape the course rather than simply receive lectures. The minister proposed candid, anonymous feedback on faculty and content and invited suggestions for curriculum changes. Policy analysis, municipal finance, public health, cybersecurity and education were among the subjects he discussed, according to the ministry's account.

Singh said about 63 officers had entered government through the lateral-entry mechanism. That was a cumulative recruitment figure, separate from the 17 attendees subsequently reported by IIPA for this course. He described the refresher as mid-career training and urged officers to continue learning as artificial intelligence, quantum technologies and digital tools altered administrative work.
