The BRICS Urbanisation Forum concluded in Delhi on June 12 with a ministerial declaration and support for India's proposed Urban Research and Knowledge Network, according to the Housing and Urban Affairs Ministry.
The described network would be virtual and coordinated by an institution in each year's chair country, with work handed to the next chair. That rotating arrangement is the specific institutional idea, not a newly announced permanent headquarters.
The forum's panels linked service access and resilience with municipal capacity. A city practice cannot be transferred merely by circulating a description: the receiving administration also needs the capacity to adapt and operate it. The proposed exchange of operational lessons responds to that implementation question.
The rotating model links continuity of city-to-city learning with successive national chairships.
